Jack Hastings was elected to the Surprise City Council in 2020 and re-elected in 2022, becoming Vice Mayor in January 2025. A 20-year resident of Surprise, Jack lives with his wife, Olivia, and is devoted to the city that shaped him. With a Bachelor's Degree from Arizona State University and a Master's Degree in Educational Leadership, Jack's background as a Civics Teacher in Dysart Schools fuels his commitment to community. Teaching the Constitution to first-time voters, he inspired civic engagement, a passion he brings to his council work to build a stronger Surprise.

 

As a fiscal conservative, Jack has helped pass balanced budgets every year he has been on the council, prioritizing essential services while keeping taxes low. He championed the largest property tax cut in Surprise history, easing financial pressures from rising costs, and stood alone against sales tax and utility fee hikes. His focus on affordability ensures families can thrive in our city.

 

Jack's unwavering support for public safety has strengthened our community. Each year on the council, he's backed increased funding for our Police and Fire Departments, ensuring our first responders have the resources to keep Surprise safe. His leadership in transportation has improved roads and intersections, enhancing safety and mobility for residents. Jack also spearheaded the return of recycling programs, reflecting his commitment to a sustainable, community-focused Surprise.

 

A champion for local growth, Jack has driven the Surprise City Center's development, bringing new dining, retail, and entertainment that support small businesses and enhance our spring training baseball tradition. As the Chair of the Education Subcommittee, he launched a scholarship fund for local students, investing in our youth's  of the future. Guided by his passion for is dedicated to fostering a safe, affordable, and vibrant city.
